Do I need torque arm?

Usually torque arms are used for some high power motors (750W and above), for smaller motors (500W and below), the bike frame is strong enough and torque arms are not necessary.

For some bikes with shallow fork openings, the motor shaft may slip out of the fork opening, so you will need a torque arm. You can also use a torque arm if you want to further strengthen the retention of the motor shaft.
